Ryan Skukowski is the Associate Director of Broadband Access at Benefits Data Trust.  Ryan leads BDT’s policy work related to the Affordable Connectivity Program (ACP), a federal broadband benefit aimed at closing the digital divide.

Prior to joining BDT, Ryan led compliance reviews of the ACP and Lifeline program for the Universal Service Administrative Company (USAC), the federal administrator of the Universal Service Fund.  He also served as a policy analyst for the U.S. House Committee on Energy and Commerce, advising members of Congress and their staff on issues related to telecommunications and consumer protection.

Ryan currently lives in Washington, D.C., where he earned his bachelor’s degree in political science from American University.
