Chief Digital Officer

Stephen Rockwell is the Chief Digital Officer at Benefits Data Trust, where he is driving a transformation of benefits access services to make them digital, intelligent, and human-centric. Stephen is an experienced executive with a record of success in creating innovative, technology-driven solutions to solve pressing social and environmental issues, raising philanthropic investment to drive impact, and building cohesive and high-performing teams within organizations and across networks.

At Charity Navigator, Stephen led the evolution of the non-profit rating system along with his talented staff on the program, ratings evolution and engineering teams. He launched the Encompass Rating System, expanding the number of non-profit organizations with a rating from 9,000 to 185,000, while building a more comprehensive evaluation system.

Prior to joining Charity Navigator, Stephen served in a variety of strategic, innovation and technical leadership roles throughout the non-profit sector. As American Friends Service Committee's Chief Information and Technology Officer, he led the development and delivery of digital strategy to support organizers, advocates and program staff in their efforts to build lasting peace with justice, as a practical expression of faith in action. Earlier, Stephen served as Chief Technology Officer of the National Aquarium in Baltimore and worked at United Way of Southeastern Pennsylvania, where he launched the first neighborhood Wi-Fi networks in the country.

He holds an MPA from Harvard's Kennedy School, an MBA from MIT's Sloan School of Management, and a BS in Policy Analysis and Management from Cornell University. In his free time, Stephen enjoys traveling the country and the world with his wife and two children.
