Jeff Lilly

Vice President of Partnerships

Jeff Lilly is the Vice-President of Partnerships at Benefits Data Trust. He maintains responsibility for BDT's cultivation and engagement teams, seeking to increase the organization's footprint in key stakeholder verticals and geographies. 

Jeff joined BDT in 2022 after a 20+ year career in private industry where he worked at the intersection of the public and private sectors. He has held senior positions in public sector finance and consulting, as well as being a partner in a nationwide governmental relations and firm. For the last fifteen years, Jeff has held a senior management role in a high technology firm that specializes in public sector human services information systems.  In that role, he oversaw business development, government relations, marketing, and partner management. A ninth generation Midwesterner, Jeff grew up in rural Central Illinois, and maintains a passion for rural health access and economic development, so his role at BDT strikes a very passionate tone for him.   

He holds a Bachelor of Arts in American Government from Millikin University and a Master of Public Affairs in Public Finance and Policy from the O'Neill School of Public and Environmental Affairs at Indiana University-Bloomington. He is a sitting university trustee at Millikin and is also a member of the O'Neill School's Distinguished Alumni Council.  In his spare time, Jeff enjoys golf, travel, and cooking.  He is married and has a daughter currently enrolled at Millikin as a fifth-generation university legacy.
